Analysis of Federal Government expenditures with the implementation of the Forest Code

(2018) By repealing the Brazilian Forest Code of 1965, the Federal Government made a commitment to the nation for its implementation, instituted new instruments to ensure compliance with the law and carry out environmental preservation and protection. The resources of the Union destined to the implementation of the New Forest Code (Law 12.651/2012) are designated in the Annual Budget Law (LOA), which establishes the budget actions, the amounts and the modalities of application of the resources. The LOA is prepared with respect to the assumptions contained in the Budget Guidelines Law (LDO), as well as in convergence with what was established in the Pluriannual Plan (PPA), which is the constitutional instrument of government planning and reflects the government's guidelines for the period of four years. In this context, this study was developed with the Environmental Research Institute of the Amazon (IPAM), whose main objective was to map the volume and origin of the resources of the Federal Government destined to the implementation of the New Forest Code, to identify the use given to these resources and the activities, actions and initiatives that were carried out. Subsequently, based on the identification of what was actually carried out, this work proposed an estimate of how much more will be necessary to apply to complete the implementation of the Forest Code (FC). The study was prepared based on the analysis of the LOAs of the last 10 years and the identification of budget actions related to the implementation of the FC. In addition, it sought to identify resources obtained from international cooperation and the contribution of other nations to achieving these goals.
