Evaluation of the implementation of the ABC Plan - Low Carbon Agriculture
(2014-2015) Carried out at the request of the Ministry of Agriculture, Livestock and Supply (MAPA) and made possible by the Inter-American Institute for Cooperation on Agriculture (IICA), the study was aimed at analyzing the implementation of the Sector Plan for Mitigation and Adaptation to Climate Change for the Consolidation of a Low Carbon Economy in Agriculture - ABC Plan, through:
(1) analysis of the spatial distribution of projects that used resources from the ABC Plan and its relationship with natural characteristics and regional production profiles; (2) evaluation of possible patterns that explain the concentration of resources from the ABC Plan in the different regions, activities and profiles of borrowing owners; (3) analysis of the alignment between the financed modalities and the overall objectives of the ABC Plan; (4) evaluation of the implementation of the ABC Plan from the point of view of its managers and borrowers.
The study was based on surveys of secondary and primary data, the latter being collected via field research, to evaluate the implementation of the ABC Plan from the point of view of its managers and borrowers.
The methodological design developed made it possible to cover multiple scales, which are common in complex systems such as the ABC Plan, making it possible to assess whether the objectives and strategies outlined at the national level were effective when transposed to operational scales (state and local)._cc781905-5cde- 3194-bb3b-136bad5cf58d_
The field research considered 3 axes: Axis 1 – state level, with a qualitative approach, evaluating governance, management and actors' perception in relation to borrowers and financial agents; Axis 2 – municipal scope, with a qualitative approach, evaluating with local actors the motivation for concentrating financing in certain locations and the compatibility between the application of resources and the purposes of the ABC Plan; Axis 3 – quantitative analysis of the profiles of borrowing producers.
